Puan Zainora bt Zainal ("Puan Zainora") is a distinguished professional with more than 35 years of experience in the construction industry, encompassing industry development, policy formulation, construction standards, contractor development, organisational transformation and international cooperation.

She began her career as a Graduate Trainee Engineer with British Aerospace and GEC Plessey Telecommunications before joining the public sector in 1992 at the Standards and Industrial Research Institute of Malaysia (SIRIM). Subsequently, she served with Labuan Corporation in 1996 before joining the Construction Industry Development Board ("CIDB") Malaysia in 1998.

On 28 November 2024, Puan Zainora made history as the first woman to be appointed Chief Executive of CIDB Malaysia. Under her stewardship, CIDB intensified the implementation of the Construction Action Plan 2026-2030 (CAP30), expanded Building Information Modelling (BIM) capabilities nationwide and strengthened the readiness of local contractors to participate in high-technology strategic sectors, including the nuclear industry. 

Beyond organisational leadership, Puan Zainora has represented Malaysia in regional and international forums including Association of Southeast Asian Nations (ASEAN), Islamic Development Bank (IsDB) and the World Trade Organization (WTO), while leading trade and construction missions to the Middle East, South Asia and Central Asia to promote Malaysian expertise and strengthen international collaboration.

Following her retirement from CIDB Malaysia in January 2026, Puan Zainora continues to contribute actively to nation-building and industry advancement through strategic leadership and governance roles. She was appointed Independent Non-Executive Director of WCT Holdings Berhad in June 2026 and serves as Chairman of the Board Risk and Sustainability Committee as well as a Member of the Audit Committee.
